Good morning to you. This has nothing to do with the Minerals Estate, This is Congress that is supposed to make laws pursuant to the Constitution and for the betterment of the Nation instead they continue to write laws that are against the Constitution and laws that help the Nation as a whole. They are Congressmembrs - Supernaw, Simms, Shackelford, Revard, Red Eagle, Branstetter, Anderson and Mason,the majority of this Congress.
Most recently they voted down the Merit system for the Executive Branch operations of the tribe - this is in the Constitution to write a law that will include and will stabilize the employee pay scale and raises on a merit system of performance and not longevity.
They voted down Red Corns amendment to Simms amendment on their Ethics - for any complaints filed against a member of Congress will be reviewed by their Ethics Committee and they will personally decide, if there is a grievance.
By governing themselves it takes away an Osage member rights to register a complaint of due process. However, other branches are not included. Simms Amendment to the Ethics bill was due to the Public Gaming Hearing on Congress members Supernaw ( who lied to get access to propriatery protective accounting information - the NIGC Gaming has authority over all gaming in Indian Country)- other Congress members included Branstetter, Shackelford, and Revard. However, Simms was not part of this hearing because he did not participate during this time due to illness.
The idiots voted to fire the gaming board, without due process because the board rejected the interference from Congress. The majority of Congress is out of control by doing this they put the whole tribe in jeopardy of loosing our gaming license and if this happens there will be no government, programs etc, because currently the money from the Casinos are running the government and programs.
Those I mentioned above want to control the Nation through micro managing even after they promised during the compaigning against micro-managing.
This group also voted down two different laws for an Attorney General- and this is another requirement in the Constitution.
I objected to their wanting to vote down the privacy Act for the protection of the people, as far as I know to date this hasn't come up for vote and is still in committee. We the people have no privacy
protection, this came up during the Health Benefit for all Osages.
Supernaw wants to have retirement program for the Congress through the Executive Branch and I object this for that specific purpose, they should have their own retirement program. He also wants the Nation to match funds - for how long is the question.
There is so much going on without common sense, and the laws are written incomplete.
I will be glad when the election is and I hope Supernaw, Revard are not re-elected. Then we will have to wait on the others in 2 years.
I hope this answers your questions and does not confuse you more. I just get so frustrated with these people - because they are using their power against the Chief and to control all Osages. We are governed by personal
bad attitudes, even against other members that want to help the people and they are - Edwards, Atterberry, Freeman and sometimes Red Corn.
I Better go I have many other e-mails on this. I do want you to know that I continue to fight for all the people and I want the Congress not to forget why they were elected, this congress has forgotten and do not care what the people want and need.

Broken Promises
It is apparent that the new Government is working like the old Council type of Government. They make promises of helping their people, but refuse to follow through.
In the spring Congress’ session this year (2009), This Congress promised to help Osage member’s with specific medical expenses through an application process for up to $500.00 each member.
We all know there is a big distance between us and them and the medical needs of many of the Osage People everywhere.
If you turned in your application in May 2009 and before September 31, 2009, there is a question whether or not those members’ applications will receive the promised reimbursements.
I understand from Congress woman Faren Revard Anderson, chair of the appropriations Committee, “quote” someone told her to table this appropriation bill ONCA 09-21, because some Osage members would receive more than others ” unquote”. She stated that she could not remember who (?) told her this, but that I needed to talk with the health committee, and I did.
The tracking log shows that this appropriations bill is tabled, without explanation, as are other bills; of course, this is another issue.
There is confusion between the 2009 and the 2010 bills, (these are two separate bills and not the same, the original bill for the prescription bill “2010” was ONCA 08-47 sponsored by Congresswoman Shannon Edwards and is the bill for appropriations for reimbursement. However, the applications for (2009) reimbursement have been approved by Marie Rumsey, project manager for this bill and the Executive Branch, which are waiting on Congress to make good on their promise to the Osage members, or break that promise by those that control this government
Nothing will be done until someone in Congress wakes up and rights the wrong for the promise made to the people.
The “prescription card” bill ONCA-08-54 (suggested as a “per capita” bill) for 2010 is sponsored by Doug Revard, per the tracking list. Nevertheless, we all know that this was originally requested and fought for by Congress members Shannon Edwards, Debra Atterberry, Raymond Red Corn, and Mark Freeman, (and there in lies our problems, when one of these 4 Congress members wants to support the Constitution and work for the people all the other Congress members act like vengeful children, its appalling).
This ONCA 08-54 “2010” bill will be handled by a third party, from the application process to making payments.
It is unbelievable that elected Osage members treat their own people with such disregard, it is embarrassing
