2009 Membership proposal

Article III – Membership

Dear Osage Constituents;

Re:  Changes to the Osage Constitution:

There are some Congress-members presenting changes to the Osage Nation Constitution, that should concern all Osage Members.

Granted the Constitution does provide for Congress to initiate changes by a vote of the full Congress for approval by the Osage People during the following election.

Please know I believe in changes for the good of the Osage people when necessary.  However, this first Congress has been in office for only 3 years and wanting to make this type of changes to the Constitution is setting up a negative direction for the future of this Nation.

 Please consider this Paraphrasing:

They took an oath to uphold and defend the Constitution of the Osage Nation and that the powers of the office is to flow from the Osage People, and to always place the interest of all Osages above any special or personal interest and to respect the right of future generations to share the rich historic and natural heritage of our Osage People, etc.

We all should be concerned with any potential changes to the Constitution and one I submit to you for your review, opinions and comments:

Article III – Membership to Citizenship

I was completely unaware of this matter until I saw it on the website. The resolution ONCR-09-13, is sponsored by, William Supernaw.  Granted, I am not one of Mr. Supernaws’ followers and had no prior knowledge of his intentions or heard of any previous discussions on this change.  Therefore, I do not know his reason or purpose for this change.

I do not personally support this action, for many reasons and one is that I believe I am already a citizen by birth (blood), and being a proud “member” of this great Nation is my choice.

Membership vs. Congress vs. Constitution

Article III. Membership

Section 1.  Base membership roll - is defined to be that from  the Act of June 28, 1906 – specifically  (34 stat. 539).

I do not read or assume any changes to that list.

Section 2.  Qualifications for Membership:  is defined to continue the lineal descendants of those from the 1906 listed on the roll, which are previously enrolled members that constitutes citizenry of the Osage Nation. Any laws enacted should include regulations approved pursuant to this Constitution.

It is my belief that this Congress must provide protection of the Osage Nations people prior to any law that is at risk to the people.  There should be law(s) that stands alone providing specific laws designed to protect all Osage.
You the Congress should respect the Osage Nation Constitution.

Some members of Congress and other vicious  that do nothing but argue, complain or have personal grievances’ on a continual basis- this type of behavior is not what the people voted for and do not want for representing the Osage People.  We are the majority and those with this affliction are few but are hurtful to the People.

I have more coming to you and others that should concern everyone – 2009 Budgets, Congress interferences ie. Cancellation of departments.
