Revard Anderson
was nominated and voted into the Speaker’s position on Thursday morning by a
majority of her Congressional colleagues.
Anderson serving a 4 year term will
follow
Archie
Mason, who announced earlier this
year he would step down from this position.
Mr. Mason
has been the First Speaker since
July 05, 2006.
In addition to
Anderson’s
new role as Speaker she will continue serving as Chairperson for both the
Appropriation and Cultural Committee until after the elections. She is also the
Vice-Chair of Congressional Affairs and an active committee member on the
Commerce and Economic Development and the Education committees.
Faren is the youngest of the Osage Legislators, a local resident, she
and husband Glade made their home south of Pawhuska. Although she will not seek
another term in this year’s election, she has achieved many accomplishments
during her political term. Many acknowledge her for being the first to
initially honor our Osage Service men and women during the Congressional
sessions and for her Legislative works such as; the Open Meetings Act, the
Village Chapels, the Independent Press Act,the first to Chair Public
Hearings in the Community along with sponsoring numerous appropriations budgets
over the last year.
Comment of Fact: by Sandra
What is not said: She did achieve many things that are more to the negative
than positive. She did sponsor several
Bills and some unacceptable to the Constitutions of the Osage Nation. The public Hearing she Chaired was a bomb,
without prior discussions with the Chief with the lack of complete accurate
information.
Her voting record should be of concern to the people as she supported all of
Kugee Supernaws private war against the Chief
and the Executive Branch. As Chair of the Appropriations Committee she was
single handily instrumental in holding
up the 2009/2010 budget fiasco with consequences detrimental to the operations and funding programs of the Nation, causing the employee
end of the year bonus to be given out after the New Year.
Check out her voting record and you will be amazed where her obligation
was. We can not support
Faren Anderson
if she decides to ever run for office again – she has a record – so to speak.
Thank you, Speaker Anderson for stepping forth to lead and complete
this legislative year for the First Osage Congress. We encourage you and wish
you a successful term.

Funding for Osage News cut
Funding to distribute the Osage News was cut out of the Communications Budget yesterday by a close vote in the Government Operations Committee. The budget had previously been advanced, but was brought back for Committee consideration. A motion was made to cut 102,000 from the budget (the amount allocated to distribute the newspaper). The measure passed 3-2. Voting for the cut was Congresspersons Supernaw, Branstetter (tie-breaker) and Shackelford. Voting against the cut was Congressman Freeman and Speaker Mason.
The previous day on a similar failed measure, I had removed myself from vote and debate, as my spouse owns a newspaper that circulates in the same general area. I abstained from both votes. During debate on Tuesday, at least one Committee member expressed displeasure with recent Osage News content.
I support the funding of the printing of the paper, as I believe the Congress will prevail in the pending court action.
The fate of the Osage News is unclear, as the Committee left intact both salaries and other operation expenses. If the case drags out, we will have two employees preparing content for a paper that cannot be printed or mailed.
I have fully supported the Independent Press Act (including override) in hopes of bringing balanced coverage to the Osage News. The appeal to the court on behalf of the Executive Branch to declare the Act unconstitutional is being considered by the court, and a ruling is expected soon.
Actions on Palace Grocery
The Palace Grocery has been one of two success stories over the past year. Once a consistent money-loser, the Palace has not requested any tribal funds in FY2008 or FY2009. They did request to retain 2008 earnings to diversify and expand operations. I supported that retention, although in today’s committee action those profits were removed from the 2009 budget.
I think this sends the wrong signal to the Palace. Work hard, make tough decisions, reorganize, and stop the bleeding, and your reward is to have your profits immediately taken by the Nation. The Palace intended to use those profits to expand the sale of non-perishables, i.e. paper goods, to the Nations programs and entities. The Palace also intended to expand the market to include other nearby tribes. The Commerce Committee’s actions today remove last year’s profits and could slow or endanger the success of the expansion effort, in my opinion.
The person responsible for the turnaround is Ms. Jackie McCann , an Osage from Pawhuska. She comes from a long line of Osage cooks; her Aunt Marion Cass and Lily Cunningham among them. Jackie left a distinguished career with Wal-Mart, have served as manager of Supercenters and Wal-Mart Neighborhood Markets. To my knowledge, there is no Osage person with more retail grocery experience to be had. Jackie and her expertise are directly responsible for the turnaround at the Palace, in my opinion.
There’s an old adage in investing; cut your losses, and let your profits run. We are not letting our profits run in Fairfax . If our strategy is to remove profits from a properly managed and growing business we are destined to fail miserably, as each and every business will have its profits milked off by the Nation before they can be reinvested.
We should remember that the Palace Grocery is wholly owned by the Nation. If Ms. McCann retains those funds in Palace accounts and reinvests them for expansion, they still belong to the Nation. We didn’t need the $218,000 – we have approximately $27 million in the bank.
Voting for the removal of profits were Congresspersons Supernaw, Simms, Shackelford and Red Eagle. I voted no. A motion to reinstate the funds as a tribal contribution failed by an identical vote

Hello Raymond,
I just read the Tulsa World newspaper on the Tribal newspaper and now I have received your information on this committees intent, when many of us including myself worry about another example of disregard for the majority of the Osage people no matter where they live. This newspaper keeps the People of the Osage Nation involved and informed on the goings on. Surprisingly, more people get information from MY website than other forms of information gathering.
I have updated my site and have more fodder to add. When they want facts they look to me for what the Congress and Executive branches are up to, because they know I speak the truth good or bad it is always the truth.
The paranoia in the Congress and those that want to make or keep trouble on going should be moved aside and let those that want to keep the spirit high and do the work that the people elected you for. I ask for some good and positives actions coming from this Congress before you begin to receive Petitions from the people.
You know, all this self-centeredness and paranoia will be the downfall of the Osage Congress, especially while you all continue to exclude the people. You may not see this, but those in the peanut gallery are watching and waiting for someone to take the initiative to put your actions of their dissatisfactions with actions of their own. You all have a lot to answer for, from the people.
(Q.) - I would like to know from you, why, when the Executive branch budgets are referred to “recommendations” instead of the (normal) submitting of budgets. You should be familiar with the proper submission of budgeting. This is bad business grammar etiquette.
Palace Grocery store deserves their money to expand their plans for the future and stealing this money from on of the Nations businesses is beyond common sense and bad for future business. This type of actions will not benefit any economical development.
I am having a difficult time digesting this decision. I say give their money back.

(Q.) - I would like to know how much and or if you are giving more money to the American Legion 198 money (to squander) for 2009. (rumor): I understand they have no idea where their (2008) money went and there is no accounting available. You know, they have a history of foreclosure and bad accounting or keeping themselves budgeted. There are other ways to help. I say no to funds to the Legion. No other area Legion is receiving money.
Just for your edification – I plan to continue to write about what is going on and will include the differences in salaries given and taken from the Executive vs. Congress.

So far, let us see! You denied Congress woman Edwards and Atterberry approval for a prescription benefit, with out any suggestions from other Congress members.
oops! Congressman Shackelfords desire for a Drug Warehouse – which would be questionable due to his inherent desire to demand free tickets for himself, family and friends. The Grape vine says you now want and need more money for your pleasures. Give me a break!
Congresswoman Anderson, the protection from “salt-water injection” for our Natural Resources – after the pre-empted public hearing in Pawhuska – this concern of the Osage People greatest concerns have not been brought up and there have not been a hint of anything coming from this Congress. I believe those that conducted this hearing were completely inept for the outcome and fearful of any contingencies for this debacle. BOO!
Again the question is – what have you done for the people except harass, cheat, lie and complain for about what you are doing or not doing for our benefit. You are a bunch of extremely selfish, self- centered, self-importance, stingy for those Congress members: Mason, Supernaw, Simms, Shackelford, Revard, Red Eagle, Red Corn, Anderson and Bransetter.

Where did this come from, one of Kugee’s infamous nightly dreams? Our problem as a Nation is that this Congress abuses their own authority for their personal purposes. We have seen and or experienced their self-appointed police.

What accountability? They have yet to adopt Ethics and accountability for the Congress. This should have been done in the beginning of their term. I believe this responsibility belongs with the people to vote on, because they cannot police themselves.
Encourage and support the raising of tribal revenues and to appropriate monies that support necessary government services
Once again; they have self apOnce again; they have self appointed this act from their own minds. They are to write and enact bills into laws, they are not the police of the Nation. Check your Constitution – it is apparent that they do not refer to the written words of the only Constitution for the Osage Nation.

WE SAW IT COMING
Blah, Blah, cry me a river
In the Notes to the Nation sent 8-3-08,
I predicted the Chief would try to turn public opinion against Congress so that he might gain support to increase his budgets. Unfortunately, I was right. Yesterday August 4, 2008, Chief Gray called a mandatory employee meeting and blasted the Congress. Some
people who attended the meeting notified Congress on the contents and what was said. After listening to their summary of the meeting it is clear that the intent was to stir up resentment against Congress. The tone was negative and inflammatory. Below I am paraphrasing some of the statements Chief Gray made at the meeting. They are in quotations, but they are not direct quotes. The bold letters are my comments about what he said.
-“Congress is cutting budgets to get at me- it is a personal attack on me.” - Chief Gray
Paraphrasing is not the real story- those that believe by tattling on the Chief of our Nation (from an employees meeting) should consider their position of continuing the lack of respect for our Chief and your responsibility to your fellow employees. Others know that Kugee Superrnaw is not the pillar of truth or conscience they believe him to be. He wouldn’t know the truth if it hit him in the face.
Nonsense This man lies! The following is shear bunk. You all should know that the Congress employees make more salary that those of the Executive Branch. You should ask the Congress to comply with the open Government and transparences of government and you will find out that they believe they are exempt, or do the same to you as they did to me making up trivia and believe by patronizing the people because they don’t want you to know of their abuses in spending.
“Congress is only giving $75 a year or a month or something like that”- it is not a step increase or cost of living increase”
Congress is cutting all the budgets: This is a fact not fiction. Not only that they believe it is their right to close a department(s) because they have personal problems with not seeing the employee. I am expanding my comment in another writing.
The ongoing discussion favors an increase for all employees amounting to $75.00 per month. In most
(could most cases be that of the Congress employees. Only!) cases this will be more than a step increase.

Check your Constitution!
The budgeting process is late because the Executive Branch has missed two deadlines for delivering departmental budgets-- Each time asking for another month extension.
The Merit Based commission is being considered at this time.
Spending more money of frivolous department in Congress. This should be addressed in a bill and enacting laws – this is what they are supposed to do.
-“Congress has cut all budgets by 25%” Congress cut
budgets last year and the Executive Branches were left without funds to operate. I.E. In order to pay the monthly bills and keep some employees employed this Congress cut budgets and the Executive Branch had to use the peoples Burial Fund of some $30,000 to pay their bills. This money was not given to any department as Jerry Jean Branstetter accused the Executive Branch of doing.
No budgets have been cut—yet.
Again another lie!
-College funds will be cut 25%
Shame on the Congress for this action. What gets me is that they actually believe they will go down in history as the Congress that broke the Osage Nation was to cut – cut – cut, which puts the Osage Nation in jeopardy of failure of the current programs and moneys for the Osage People.
No cuts expected. Chances are that this budget will be increased.
We will have to see about this in this next session.
-Social Services will be cut 25%- meals on wheels. This will potentially be disastrous to the elderly and disabled. I would like to know why in the world would they cut meals on wheels the basic needs of our people.
ONCE AGAIN THIS IS NOT WHAT THEY WERE ELECTED FOR. Tell me does this make you proud?
No cuts have been made. There is no reason to think that there will be a reduction in the number of
meals delivered.

Rather it is the Congress doing all the cutting of budgets just read the above statements.
When the strategic plan survey was completed, the results were that the number one issue in the people’s mind was the protection of the mineral trust
( Once again wrong the people main concern was cleaning up the reservation) and the last was economic development.
When the Chief published the Strategic Plan booklet, he put economic development first and protection of the mineral trust last. In a public meeting a Congressman
(who, if your going to quote some at least include the persons name) asked the Chief why he did this and he couldn’t come up with a reasonable answer.
The only time I have seen the Strategic Plan mentioned by the Executive Branch is when they don’t want to do something, when they do want to—they ignore the plan. The only other use is to for the Chief to occasionally point at when making speeches.
I will stipulate that this strategic plan has come for not and have ignored the changes in business sense and should be corrected, due to the changes times, however, lets not forget the peoples right to enable the Executive Branch to reach out to the people.
-“The committees in Congress have changed three times and the chairs have changed at least that many and things aren’t getting completed. Maybe by the time there is 6 months left in their term they will have things in place and organized.”
Not the ones you are on, you are the problem not the cure.
Congressional rules require that committees change every year.
The Chief came over to Congress for a budget meeting immediately after this odious meeting. We didn’t know about his previous comments until after our meeting adjourned. Since then, we’ve had the chance to talk with some of the employees who attended. Some were offended that he would do this. Others have said: “shocked”, “inappropriate” and “I can’t believe he did that.” Fortunately, many didn’t buy it
because they remembered he did a similar thing last year. We didn’t respond last year and I am not sure if Congress will make a response now. This response is not a we response, it is a me response.
Here you are again, talking about an erroneous suggestion from employees that are not happy with their jobs. When you are trying to make point it is best to put the resource of this objection in your writings so you do not misconstrue the truth.
How can the Chief have any credibility when he preaches unity and then deliberately incites division?
Put the blame where it truly belongs, I have seen for a fact it is you and other Congress members that started all the mistrust by your actions and your words. You and your cohorts are continuing this fight between the branches. My comment to you is why don’t you resign – because you are always stirring up trouble where it doest not exist.
How can any director believe they are appreciated when, after years of dedicated service to the Nation, there is an attempt to put high paid political appointees in a position to boss them around? I hope Congress will stand together and not approve the funding of additional bureaucrats.
You all need to take a gander at your own Branch and the unnecessary departments you have formed this year that has resulted in a law suit (If the shoe fits)There are three proposed in the indirect cost budget at $62,000 salaries. With associated costs this is around $ 250,000 that could go to scholarships or other services.
Just above you stated that the scholarships will be cut by 25%.
There are those that are already worrying about the next election and may concern themselves with buying votes with your money. Our job in Congress is to be good stewards of the present and to worry not about future elections, but instead prepare the way for future generations.
Sounds like you had another one of those dreams. I hope you and some other Congress members don’t run for any office. You are so full of yourselves – you have become a hindrance to the Osage People and the stability of our Nation.
The focus should not be on growing the size of the government but on the efficient delivery of services now and protecting the assets of the Nation for your children and grandchildren.
Everyone already knows this, and making statements of this sort is already on the minds of all Osages.
Last year we budgeted an additional $ 7 million dollars for tribal programs. However, in two years we also increased the spending for government by roughly $7 million. The cost of administering the government has gone from $ 4.8 million 2 years ago to $11.8 this last year.
You talk like there is no money in the till when there is a nice sum in the collective accounting.
It has worked like this: Here’s a dollar for the government and here’s a dollar for you, a dollar for the government and a dollar for you, etc. Although some might try to convince you this is a fair split, they don’t remind you that your dollar is divided 10,000 ways. We’ve got to whittle down the size of government and move the money over to direct services.
You can start with All your perks and your OFPR department as it is redundant.
Someone has to make the decision to be responsible. Sometimes it isn’t pleasant. Sometimes we get attacked for it. But, we just have to do it.
Complain, Complain – is there anything positive coming from this Congress except complain, invading the Executive Branch and con people to tell what they know which is usually an opinion and you take it back and build it up that the separation of powers do not exist, when in fact it does in the Constitution.
I bet there’s not a parent out there that hasn’t had to make the decision of whether to buy school clothes and let a bill go, or agonized over paying a bill when you’d rather buy school clothes. Those of you who saved for your kid’s college education, had to decide to get by on less at one time and you’re probably glad now that you did. That’s the kind of decisions we’re making—only with larger amounts. We’re not
getting cooperation from the Executive Branch. –Kugee
