Good morning to you. This has nothing to do with the Minerals Estate, This is
Congress that is supposed to make laws pursuant to the Constitution
and for the betterment of the Nation instead they continue to write laws that
are against the Constitution and laws that help the Nation as a whole. They are
Congressmembrs - Supernaw, Simms, Shackelford, Revard, Red Eagle, Branstetter,
Anderson and Mason,the majority of this Congress.
Most recently they voted down the Merit system
for the Executive Branch operations of the tribe - this is in the Constitution
to write a law that will include will stabilize the employee pay scale and
raises on a merit system of performance and not longevity.
They voted down Red Corns amendment to Simms amendment on their Ethics - that
any complaints against a member of Congress will
be reviewed by their Ethics Committee and they will personally decide, if there
is a grievance.
However, they want to govern themselves and this takes away an Osage member
rights to register a complaint of due process. However, other branches are not
included. This was due to the Public Gaming Hearing on
Congress members Supernaw ( who lied to get access to protective accounting
information - the NIGC Gaming has authority over all gaming in Indian Country)-
other Congress members included Branstetter, Shackelford, and Revard - Simms
was not included in this hearing because he did not participate.
The idiots voted to fire the gaming board, without due process because the
board rejected the interference from Congress. The majority of Congress is out
of control by doing this they put the whole tribe in jeopardy of loosing our
gaming license and if this happens there will be no government, programs etc,
because currently the money from the Casinos are running the government and
programs.
Those I mentioned above want to control the Nation through micro managing while
this is what they ran against when they were elected.
This group also voted down two different laws for an Attorney
General- and this is another requirement in the Constitution.
I objected to their wanting to vote down the privacy Act for the protection of
the people, as far as I know to date this hasn't come up for vote and is still
in committee. We the people have no privacy
protection, this came up during the Health Benefit
for all Osages.
Supernaw wants to have retirement program for the Congress through the
Executive Branch and I object this for that specific purpose, they should have
their own retirement program. He also wants the Nation to match funds -
for how long is the question.
There is so much going on without common sense, and the laws are written
incomplete.
I will be glad when the election is and I hope Supernaw, Revard are not
re-elected. Then we will have to wait on the others in 2 years.
I hope this answers your questions and does not confuse you more. I just
get so frustrated with these people - because they are using their power
against the Chief and to control Osages. We are governed by
personal
bad attitudes, even against other members that want to help the people and they
are - Edwards, Atterberry, Freeman and sometimes Red Corn.
I Better go I have many other e-mails on this. I do want you to know that
I continue to fight for all the people and I want the Congress not to forget
why they were elected, this congress has forgotten and do not care what the
people want and need.

I have witnessed and know for a fact that

Supernal dares other congress members to disagree with him and his cohorts, which makes for the personal debasing and lies of others, well you can't fire them - only competent staff that disagree with you and certain other members gets the boot. This is shameful!
Some of the Committees are not working, you ask how I know, and it doesn't take a genius to see what is and is not going on.
This is not happening; you’re due diligent, openness, good judgment, wasteful spending, writing the laws appropriate to our Constitution, and staying out of the people’s personal business including the Osage employees.
I have repeated myself so many times to you all directly; you were elected to make laws, period!
Let’s look at your budget and operating expenses??
As an Osagemember I would like to know "who,what,where" your spending per each Congress member.

The lack of direct responses from you our congress members to our important questions and concerns, create distrust, inconstancy and we need to be answered.
This Executive congressional meeting that Congressman Mason has called will be closed for internal discussions which makes it suspect, because you are not following your own rules of change, restructure of committees, excreta, that is scheduled for March of the following New Year. Whats the hurry??

It is drivel and a bad attempt in writing law and makes no sense. There are references that are in direct competition with other laws and the Constitution.
We have a very bad attitude with some Congressmembers that don't look at their written laws prior to voting on them. Some contradict others when I brought this very question up in the Judicial Committee in December 2007 I was told that the state of
Oklahoma do not review their own laws. To me! this statement represents a lackadaisiecal attitude and sloppy work, after all our new Constitutional government is only a few years old and we should not make the same mistakes as other governmental lawmakers, but make better laws with good judgment and common sense.
It is difficult when those writing laws do not revisit their own writings. Fact not fiction!

Thank you for your information, however troubling it seems to me - it looks like I have allot of work to do on my
osageforum.com. With the attitude of many of our Congress members we are in big trouble. I have seen this for myself and at times discouraged, more specifically on:
a) personal views with a lack of concern for all Osages
b) not allowing the Executive department to do the job of economic development, which I strongly believe is NOT a job for the Congress. I would like to know how much money has been spent from the Congress on looking for potential economic development. In my opinion this committee is absurd, when laws need to be written.
c) how many times does it take to write and adopt rules from a published book of rules, especially when they are not followed. It is a waste of time.
d) the lack of concern of writing laws that are in conflict with other laws, where is good judgment or even common sense.
e) I agree it was poor judgment to make up committees without all members present - . As I read the agenda’s this action was NOT apart of the Session or executive committee- this is the type of action that concerns the people. I believe this determination should be null and void because it was not published for the people to have impute.
Congressional Jurisdiction appears to be in conflict of the Osage Constitution, as I believe in the separation of powers and not policing each other. This Congress Appropriations Committee - just by its name is a faction of and apart of the Executive Department. As I see it - it is the Executive department that request appropriations for the daily activities and the running of the agency and programs. It is a misnomer and is another one of Supernaws' overbearing and sticking his nose in where it does not belong- its the same as the Audit Committee at the Cost of $400,000.00 that could be spent on the Osage people programs and not one of Supernaws Supper Funds.
I pray that somehow those that believe they are smarter than others will recognize that they are not always right and should listen to good common sense and leave their personal vendettas at home.

There are many curiosities’ that I have been wanting to inquire about for many months and recent meetings proposed by Speaker Mason
I am asking you because I know I will get an answer that I can trust.
Open meetings and executive sessions.
I noticed that Speaker Mason has scheduled a 9th Special Session for January 7th, 2008, for Congressional Internal concerns.This is vague and notwithstanding of the Congressional Rules approved up by this same Congress.
It suggests that some congress members have a personal agenda and want to control Congress vote which is an abuse of power.
I witnessed in 2007 that Speaker Mason supported some congress members to ignore and abuse these rules.These actions are NOT in standing with their oaths and promises, and the people should know what is being at the risk of the people.
These may be strong words, but I believe is necessary.
In calling this meeting, my other question is I can only hope this is not the time to change any committees, as I understand in your rules that you established this to take place in March of the following year.
I have more quierys, but I wanted to get this to you before your meetings Monday.
I will send you more of my concerns later, i.e. congress budgets, allocations to programs that do nothing (museum and culture), American Legion, these are only a couple, please know I am reviewing the budgets for my questions.

Osage Nation Open Meeting Act: ONCS07-53

Dear Faren,
While reading the Osage News on the above-proposed Legislation. I am disappointed in many items with regard to
Attendants, openness, transparency in government and the lack of content when publishing those minutes and
Excluding information on discussions, questions, comments from the Congress and/or the attendees of those
Meetings.
Section 3. Purposes
When Conducting open meetings there should be transparency of all our government Elected Officials and not limited
To the Executive Branch. This Congress must follow the same rules as the Executive Branch, for which you and other
Comgressmembers are so vigilant to point out. To be a responsible elected Government for and by the Osage
People, with accountability.
Section 4. Definitions
A. "Confidential Information: rules adopted by committees, boards, or other Osage Nation public bodies for their
Internal governance? Key word is "internal"
Comment: This definition makes no sense for an open government. I object to rules being adopted by individual
Committees, boards, etc. when it affects the peoples business. I believe all committees, etc. should have one
Uniform (one set of rules) rule(s) in conducting the peoples business. Once again, transparency and
Accountability in government is the question here.
D.2. Define "emergency" I would like to know the specific causes of an emergency meeting. Reason: during the
Tzi-zho session, I know for fact; there were many so-called "emergency" meetings called by certain members of
Congress that would be questionable as an emergency, so says your rules on Conduct. This is in direct conflict of
The Osage Nation Constitution on accountability of elected officials, especially when these meetings are
Unproductive.
Section 5. Meetings General
g. A member of the (public) {please specify or define this statement} shall not be required to register his or her
Name etc. This makes no sense especially when this may be a requirement for attending a meeting called
That would require registration. Signing a pseudo name is ridiculous and represents secrecy and not in good faith.
I as a member of an Osage descendant have a responsibility to be accountable while attending meetings. Everyone
Should be held accountable for attendance and a lack thereof. The question, comments, observances relative to a
Public meeting is the reason we have this new government and constitution for all Osage people. This is a direct
Conflict of sensibility for our people.
Section 7. Executive meeting

Real property: My objection is when you are considering property for official governmental purpose where the
People have the RIGHT to know what possibilities you are considering. I see this as "secret business" this issue
Reflects accountability, due diligence, and transparency do to possible ethics and potential nepotism within our
Tribe.
Comment: You continue to give yourselves "card blanc" to do the peoples business without the possibility of
Reprisals or any restriction bound by law. You the Congress continue to accuse the Executive Branch of Not
Abiding by the Constitution for accountability, transparency in government, and other mishandling of the peoples
Business, all you have to do is look at yourselves and see what the people sees as "trust", confidence, and
Concern for the people. We are listening and watching your progress.
Section 9. Meeting Minute-general
A.4. Minutes should include ALL discussions in public meetings including and no change or exclusion at your behest
Where you show disrespect to the most important comments from the constituency. I believe this is highly important
To all be accountable through accountability and transparency in government.
For the Record and at my personal request: Please include all meetings I have attended in the past and future
With my name, my comments, questions and discussions in those minutes. It is imperative that all constituency
Concerns are included in all meeting minutes, unless otherwise stated by the individual. This is a new government
Formulating laws for our people and this could be considered valuable information for historical purposes, as we
